The counts, constitutional system, and names of all eleven occupied Spheres are now CANON. Their detailed institutional structures and precise domain boundaries are still being developed.

Three ordinary Sphere positions are vacant. Their identities, domains, why they are vacant, and whether they were ever occupied have not been established. Do not assign names or portfolios without new canon.
CANON — Principal Axis
Philosophia contains the Core of the Principal Axis, Terya's supreme constitutional ruler. The Axis may enact Decrees, repeal domain laws and override an individual Sphere's domain veto, although such intervention is rare by convention.
The Right of Challenge falls within Philosophia's jurisdiction. The present Axis suspended that right after centuries of non-use.
Not an ordinary occupied domain Sphere: the 11-seat unanimous extraordinary veto counts the occupied ordinary Spheres, not Philosophia or the vacant seats. Whether that unanimous restraint also applies to philosophical Decrees remains UNKNOWN.
All eleven occupied Sphere titles are now confirmed. Fine jurisdictional boundaries, internal offices, three vacant domains, and voting mechanics for a national Assent remain unresolved. The eleven named Holders were newly authored for this roleplay; Sphere names, unlike the precise scope of their institutions, are confirmed canon.
