SPHERE DOSSIER · OCCUPIED
Official name: Concordia
Jurisdiction: Inter-Sphere coordination and constitutional procedures.
Current Holder: Damar Athelon
Continuity status: The eleven occupied Spheres and their official names are confirmed. The responsibilities described below provide an evolving institutional interpretation; detailed jurisdictional boundaries and offices remain open. The current Holder belongs to the newly authored cast.
Inter-Sphere coordination and constitutional procedures. In ordinary governance, this Sphere is responsible for setting policy and issuing decisions within that substantive domain; its jurisdiction must not be confused with the Arcane or Scientific factions.
Damar Athelon is the occupant of this Sphere in the newly authored Teryan cast.
— history, personal philosophy, relationships, controversies and story hook.
Concordance clerks, constitutional archivists, mediation chambers and procedural advisers (illustrative).
The exact powers, offices and membership of those internal bodies are not yet confirmed. The Sphere Holder may accept or reject their advice.
Concordia does not independently outrank other ordinary Spheres or the Principal Axis. The exact legal jurisdiction and processes remain provisional.
Constitutional rule: The Holder has autonomous legislative and executive authority in this Sphere's jurisdiction, including a domain veto where relevant. The Principal Axis can override that veto or repeal its laws; customary restraint makes routine interference unusual. A unanimous veto by all 11 occupied domain Spheres can check the Axis, though no successful use has been recorded.
Damar's immense historical memory makes him influential, but his advice must not be treated as constitutional supremacy.
Two Spheres cite equally ancient and contradictory interpretations of a forgotten Assent.
Not yet determined: Precise boundary of jurisdiction, detailed sub-government, procedural Elevation method (except for Aegis) and historical holders.
