CANON · Creator-established lore. Any explicit open questions below remain unresolved.
Legislative pathways, jurisdictional veto, Axial override and the unanimous check.
The Axis may propose a Proclamation, which, when appropriately agreed and not successfully vetoed, becomes an enforceable Decree. The Axis can directly push through legislation over a jurisdictional veto.
Each Sphere can issue laws in its own domain. The creator also specified that Spheres can issue unanimous laws. A Sphere Holder can act independently of advisers. The detailed distinction between unanimous Sphere legislation and unilateral Holder enactment remains UNRESOLVED.
A Sphere can bring a proposal to the Concordance by Assent. Following its required approval, the Axis enacts it with advice from the Spheres. Ordinary voting/approval thresholds are not yet defined.
Never replace jurisdictional rules with conventional simple-majority parliamentary voting. Never invent a voting quota for Assent.
